(1)初创时期（20世纪20年代以前）。1903年,心理学家桑代克出版《教育心理学》。此后，该书又扩充为三卷本的《教育心理学》，奠定了教育心理学发展的基础，西方教育心理学的名称和体系由此确立,桑代克也因此被称为“教育心理学之父”。桑代克认为教育心理学因教育需要而产生，其研究是以了解人性及改变人性从而实现教育目的为取向的。他提出的学习三大定律及个别差异理论，成为20年代前后教育心理学研究的重要课题。
(2)发展时期（20世纪20年代到50年代末）。这一时期，学习理论一直是主要的研究领域。20年代后，行为主义占主导地位，它强调心理学的客观性,重视实验研究。这一时期形成了许多派别，这些理论与派别之争也反映在教育心理学之中。这一时期教育心理学的发展与心理学研究路线相分离，缺乏独立的理论体系以及对人的高级心理活动的研究，内容庞杂,但核心基本显现。可以说，这时的教育心理学尚未成为一门具有独立理论体系的学科。
(3)成熟时期（20世纪60年代至70年代末）。这一时期，西方教育心理学内容和体系出现了一些变化。教育心理学的内容日趋集中，教育心理学学科体系基本形成。行为、认知和人本主义学派的分歧日趋缩小,学科研究越来越注重对学校教育实践的指导。
(4)完善时期（20世纪80年代以后）。80年代以后，教育心理学越来越注重与教学实践相结合，各个理论派别相互吸收，体系愈加完善。1994年，美国心理学家布鲁纳总结了教育心理学80年代以来的成果:一是主动性研究，二是反思性研究，三是合作性研究，四是社会文化研究。
